Duties

This position is located in the Employee Benefits Security Administration's (EBSA) Office of Training and Field Assistance (OTFA), which serves as the premier training unit within EBSA, responsible for developing, implementing, and administering employee training and development programs that equip the EBSA workforce with essential skills to support national and regional objectives.

Duties include but are not limited to the following:

  • Designs, conducts, and analyzes training needs assessments to identify skill gaps and inform workforce development strategies.
  • Develops and implements training curricula, courses, and learning methods that support organizational goals and evolving industry standards.
  • Formulates and manages the annual training agenda and budget, including preparing budget proposals and monitoring resource use.
  • Plans, administers, coordinates, and evaluates training programs to ensure they are effective, high quality, and aligned with organizational priorities.
  • Oversees program operations such as scheduling courses, coordinating instructors, maintaining participation rosters, and securing training facilities.
  • Works with internal and external training partners to negotiate training agreements, allocate training opportunities, and manage participant enrollment.
  • Establishes performance criteria and evaluation standards to measure training effectiveness and recommends improvements based on findings.
  • Develops and updates training materials and course content to ensure accuracy, relevance, and compliance with applicable policies and industry practices.
  • Leads employee development and engagement initiatives, advising managers and staff on career development strategies and workforce planning.
  • Participates in committees and collaborative workgroups to support organizational development efforts and provide technical guidance on training and workforce initiatives.

Qualifications

This position has an Individual Occupational Requirement (IOR). Applicants must meet either the education listed below or the specialized experience statements. To learn more about the qualifications requirement click here

Education: Undergraduate and Graduate Education: Major study - education or a subject area related to the position to be filled.

OR

Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

In addition to meeting the IOR above, applicants must demonstrate 52 weeks of qualifying specialized experience equivalent to the GS-13 level in Federal service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. Applicants must meet 2 out of the 3 examples of specialized experience statements listed below.

  • Experience developing comprehensive curriculum, creating quality instructional materials, and delivering engaging training sessions.
  • Experience applying knowledge of the Employee Retirement Income Security Act of 1974 (ERISA) to develop and deliver effective training and education on benefits related topics.
  • Experience providing education and/or training on technical legal topics.
