REPORTS TO: Vice President and General Counsel

FLSA STATUS: Exempt

SALARY: $120-150K, Full benefits package, relocation assistance negotiable

POSITION RESPONSIBILITIES:

This position will report directly to the Vice President & General Counsel but will have significant direction from the CEO, President & General Manager and Sr. Director of Compliance. This position’s responsibilities will require, at a minimum, a five-day work week.

The incumbent is expected to communicate professionally with peers, supervisors, subordinates, vendors, customers, and the public, and to be respectful and courteous in the conduct of this position.

ESSENTIAL JOB FUNCTIONS:

Essential job functions include the following. Other functions may be assigned as business conditions change.

  • Oversee and advise on benefits law, compliance, including but not limited to, ERISA, COBRA, PHSA, HIPAA, PPACA and CAA and state regulations.
  • Advise customers on compliance related matters, including but not limited to, ERISA, COBRA, PHSA, HIPAA, PPACA and CAA and state regulations.
  • Oversee creation and drafting of Plan Documents and amendments thereto.
  • Create, draft and negotiate Administrative Services Agreements for clients for medical, dental, vision and COBRA services.
  • Review and advise claims department and clients regarding subrogation.
  • Day to day advice to internal staff regarding compliance issues.
  • Oversee all state licensing mandates and requirements.
  • Oversee procurement of all corporate risk insurance, including but not limited to reviewing RFP reposes and pricing from vendors and presenting to senior management.
  • Work closely with parent company (Cigna) on compliance initiatives.
  • Contribute to the daily workflow with regular and punctual attendance

NON-ESSENTIAL JOB FUNCTIONS:

  • Perform related or other assigned duties as required or directed by the Sr. Director of Compliance and the Vice President & General Counsel.

SUPERVISION EXERCISED:

  • Direct supervision of licensing, insurance procurement, subrogation and plan document staff.

Minimum Education:

  • JD or BA/BS degree with substantial compliance experience

Certification(s):

  • CEBES certification preferred

Minimum Experience:

  • Three years senior management experience required.
  • Experience in health insurance regulatory compliance preferred.
  • Excellent oral and written communication skills required.

Other qualifications:

  • Ability to prioritize problems and responsibilities.
  • Extensive PC skills, including Windows, Word, Excel and PowerPoint.
  • Extensive knowledge of employee benefits, insurance and employment law.
  • Ability to work well with others and motivate people.
  • Ability to organize and recall large amounts of information including interactions with employees, agents, plan participants and clients.
  • Ability to read, analyze and interpret benefit summary plan descriptions, insurance documents and regulations.
  • Ability to project a professional image and positive attitude in any work environment.
  • Ability to maintain confidentiality.
  • Ability to analyze and solve problems with professionalism and patience, and to exercise good judgment when making decisions.
  • Ability to operate typical office equipment.
  • Working knowledge of general office procedures.
