Benefits Advisors (GS-301-7/9) are responsible for a variety of assignments associated with providing information, guidance, and assistance to plan administrators, participants, beneficiaries, the general public, and other government agencies.

The difference in grade level is the complexity of the below duties and the amount of supervision.

  • Provide technical information, guidance and assistance to telephonic and walk in inquiries from plan administrators, participants and beneficiaries, members of Congress and the general public on the rights and benefits of individuals under ERISA.
  • Compiles data and prepares reports on Regional Office program activities. Write responses to inquiries.
  • Advise participants, beneficiaries and plan administrators in resolving differences about benefit eligibility by providing interpretations of ERISA and plan provisions and making analyses of the facts.
  • Directly assist participants in obtaining benefits to which they are entitled.
  • Utilize a computer to research information and to compose narrative reports, responses, database updates, etc.  Examples include using Word, Outlook, TAIS, IVR, and general keying ability.
  • Conduct detailed fact-finding, researches, interprets and applies the provisions of ERISA, regulations issued under ERISA and the provision of pension plans in order to solve problems and respond to inquiries.
  • Identify situations where it appears that a fiduciary violation of law has occurred and after gathering relevant facts, confers with assigned coach or supervisor to determine appropriate action.


Conditions of Employment

  • Must be at least 16 years old and a U.S. Citizen.

This is an appointment under the DOL Recent Graduates program. The program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service. Appointee must sign a DOL Pathways Recent Graduate Program Participant Agreement. The entire duration of the Recent Graduate Appointment constitutes a trial period. Appointee must be a U.S. citizen in order to be eligible for conversion to a permanent position in the competitive service upon completion of the program. 

Notification Concerning COVID-19 Vaccinations.  As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the agency (if later than November 22, 2021).  The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.

This job is not 100% telework; it does require employee to report on a regular basis to the office in Kansas City, MO.


Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level in the Federal Service or meet the education requirement or have an equivalent combination of education and experience.  Specialized experience is experience in or directly related to the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

For the GS-7 level, Applicants must possess 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service.

Specialized experience: Experience that demonstrates the ability to provide assistance and educational information to individuals, employers, special interest and other groups in the employee benefit plan community.  Experience with laws, regulations, precedents, interpretations, and exemptions governing private sector employee benefits plans.

Superior academic achievement (S.A.A); information regarding S.A.A can be found in OPM’s General Schedule Qualification Policies.

For the GS-9 level, Applicants must possess 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal Service.

Specialized experience: Some examples of qualifying experience include: experience providing technical information, guidance and assistance in response to written and telephonic inquiries related to various benefits acts; conducts detailed fact-finding and researches, analyzes and applies the provision of ERISA in the course of responding to inquiries; determines eligibility or entitlements to benefits; directly assists participants in obtaining benefits entitlements.


Master's or equivalent graduate degree, if related;


two (2) full years of progressively higher level graduate education leading to such a degree, if related;


LL.B. or J.D., if related.


To be eligible for an appointment, you must meet requirement A or B:

A. Completed all requirements for Associates, Bachelors, Masters, Professional, Doctorate, Vocational, or Technical Degree or certificate from a qualifying educational institution within the previous two years;


B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate.
