ABOUT THE D.C. RETIREMENT BOARD

The District of Columbia Retirement Board is an independent agency of the District of Columbia Government. Our mission is to manage and control the assets of the D.C. Police Officers' and Firefighters' Retirement Plan and the D.C. Teachers' Retirement Plans as well as to administer benefits for the members of the plans.

POSITION SUMMARY

The Retirement Services Supervisor (RSS) is responsible for coordinating, delegating, and monitoring assigned day-to-day activities of the Retirement Services Unit (RSU). The RSS directly supervises and supports the unit’s Retirement Specialists in the performance of their duties by providing guidance, oversight, and assistance, as needed. In addition, the RSS is responsible for caseload-management for the unit’s Retirement Analysts.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • In concert with the Retirement Services Manager (RSM), ensures the Retirement Services staff provide consistent and accurate information to members, survivors and others—from the time of a member’s' hire to the last benefit paid to or on behalf of the member.
  • Supervises all day-to-day efforts required of the Retirement Specialists related to the refund of contributions, death benefit document research, case documentation gathering and dissemination; student certifications, and health and life insurance transitions and changes, which includes but is not limited to: assigning cases; providing verbal and written direction, instruction and clarification; developing work plans; resolving issues; reviewing work produced and creating ad hoc written communication as needed.
  • Handles case-load-management for the unit’s Retirement Analysts. Tasks include (but may not be limited to): gathering all cases documents, creating new case folders and preparing and updating retirement tracking log; assigning retirement and unpaid annuity cases to process; approving case reviews for deceased and suspended annuitants; prioritizing all work assigned to Retirement Specialists; and rotating work tasks among the team to accomplish the desired objectives.
  • Reviews and follows up as needed on daily, weekly, and monthly reports from the STAR (System to Administer Retirement) system.
  • Serves as third-tier back up for monthly pre-pension payroll activities. Serves as second-tier back up for review of employee contribution refunds.
  • In the absence of (or in concert with) the Lead Retirement Analyst, the RSS will review documentation and prepare requests for Off-cycle Payments for submission to the RSM.
  • Communicates, verbally and/or in writing, with stakeholders, such as: members, survivors, and partner agencies. Monitors emails submitted to the RSU’s mailbox; responds or forwards to appropriate parties for response, and ensures responses have been provided.
  • Supervises and participates in the efforts involved in the Missing Persons Process (investigation as to the whereabouts of annuitants and beneficiaries, prepare correspondence,reporting etc.).
  • Collaborates with other business units (Member Services, Quality/Compliance, Special Projects Director) to ensure the completion of any annuity calculations and adjustments required resulting from special and periodic projects, such as: Health Benefit Open Enrollment, Disability Income Reviews, Annuity Verification, COLA increases, Post 56 adjustments, Annuity Verification changes, and Special Case Processing Reviews.
  • Assists the RSM in providing training and knowledge-based resources to staff to ensure growth and retention of knowledge of the Plan and related administrative procedures. Assists in the preparation of reports required from the RSU to internal units and external agencies.
  • Works with and through the RSM to ensure that staff have access to industry-based training, tools, methods, business processes, and that staff are effectively utilizing the tools, methods, and process that are provided.
  • Assists in producing reports and statistical analysis for Retirement Services operations, and submits reports to the Pension Administrator and the Office of DC Pensions.
  • Informs the RSM when there is a need to update or issue written communications (i.e., applications, letters, forms) to remain in compliance with the provisions of the Plans and legal standards.
  • Assists in monitoring performance targets for the RSU and individual staff member. Provides feedback to RSM concerning the progression of work and level of performance.
  • Acquires and maintains a working knowledge of the respective roles played by each group or entity (internal or external) that impacts on the work of the Retirement Services Unit (these may include Trustees, Treasury, Pension Payroll, Police and Fire Retirement and Relief Board, Employing Agencies, and other groups)
  • Assists the Retirement Analysts (as necessary) in their efforts to obtain information for eligibility determination and other retirement related issues with the Police and Fire Retirement and Relief Board and the Human Resources offices of DCPS, MPD, FEMS and DCHR.
  • Other duties as assigned.

FUNCTIONAL COMPETENCIES

  • Advanced/historical knowledge of employee retirement plans and District/Federal regulations.
  • Excellent verbal and written communication skills
  • Strong knowledge of pension (defined benefits and defined contributions) administration processes for providing services to retired and terminating members of the Plans.
  • Strong organization skills; ability to work on several projects simultaneously, under tight deadlines.
  • Advanced knowledge of Microsoft Office Suite, particularly Outlook, Excel, and Word.
  • Strong analytical skills, with advanced proficiency in math and the ability to apply both in the administration of various current and prior plan provisions.
  • Ability to make decisions and operate independently with respect to complex issues and business requirements
  • Ability coordinate pension benefits administrative procedures and document processes in accordance with D.C. Code and Plan provisions.
  • Ability to effectively supervise the administration of pension benefits transactional activities and policies.

QUALIFICATIONS

  • Bachelor's Degree in Business Administration, Human Resources, or related field.
  • Six or more years of defined benefit pension administration experience.
  • Four or more years of recent supervisory experience in same or related field.
  • Three or more years of experience working with manual and automated pension administration/ payroll systems is preferred.
  • CEBS or related pension benefits certificate preferred.
