Duties
Summary

Applications will be reviewed on a rolling basis every two weeks (with cut-offs on 10/12, 10/27, 11/10, 11/25 and 12/2/2021).

Responsibilities

  • Advising PBGC on legal issues respecting multiemployer pension plans and PBGC’s insurance program for these plans. Such issues arise in the context of administrative determinations, litigation, negotiations, providing technical assistance to Congress, and developing regulations.
  • Investigating abuses of PBGC’s insurance program for multiemployer plans.
  • Advising and representing PBGC in litigation respecting multiemployer plans.
  • Drafting pleadings, motions, briefs, and other filings.
  • Negotiating with plan sponsors and other stakeholders and drafting agreements.

Travel Required: Occasional travel - Less than 10%

Requirements
Conditions of Employment

  • Participation in the Coronavirus Disease 2019 (COVID-19) Vaccination program is required for all Pension Benefit Guaranty Corporation (PBGC) Employees
  • You must be fully vaccinated by November 22, 2021 to be considered for employment. If selected, you MUST show proof of vaccination
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
  • Selected applicants will be required to complete an online onboarding process

Qualifications
All qualification and eligibility requirements must be met by the announcement closing date.

You may start at a salary of between $122,530 and up-to $159,286 if you meet the following specialized experience by the closing date of the announcement (in addition to the education requirement).

Specialized experience is defined as at least one year of experience at the GS-13 grade level in the federal service or equivalent to the GS-13 grade level in the private sector or two years of post-J.D. experience. The required specialized experience must include at least one of the following: (1) rendering legal advice under ERISA; (2) litigating significant cases; and (3) performing in-depth legal research and analysis.

Preferred Qualifications: Preference will be given to applicants with a strong academic record and who demonstrate superior ability in legal research, analysis, and writing; in managing a large caseload; and in working as part of a team.  Preference will also be given to applicants with experience rendering advice regarding multiemployer pension plans and the application of Title IV of ERISA to those plans.

Education
In order to qualify for this position, you must possess:

A J.D. degree from a school of law accredited by the American Bar Association.

Education must be completed at a College or University that has been accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.

In addition to the education requirement, you must currently be an active member and in good standing of the bar of a state, a territory of the United States, or of the District of Columbia.

WRITING SAMPLE: Each applicant must submit an original sample of their own written work that does not exceed ten pages in length (double or single spaced). The writing sample should demonstrate legal analysis.
