Under direction, the Retirement Services Manager manages, plans, organizes, coordinates, and directs staff with the Sacramento County Employees' Retirement System (SCERS) responsible for servicing and counseling members and retirees, processing retirement and disability retirement applications, death benefits, separation benefits, and purchasable service requests and develops, implements and administers procedures in accordance with the County Employees Retirement Law of 1937 and other Retirement Board, County and State policies on the delivery of retirement benefits to employees within the Sacramento County Employees' Retirement System (SCERS) to ensure the effective and efficient delivery of member services.


Knowledge of

  • Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectiveness
  • Principles and practices of supervision, discipline, leadership, mentoring and training
  • Advanced principles and practices of qualified retirement plans including reciprocal plans
  • Applicable federal, state, and local laws, codes and regulations affecting retirement benefits administration
  • The applicability and interpretation of State and County retirement codes
  • County personnel procedures and rules
  • County Employee Retirement Law of 1937
  • Office procedures, methods and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment
  • English usage, spelling, grammar, and punctuation
  • Payroll systems and processes
  • Labor relations practices and requirements concerning benefits modifications

Ability to

  • Select, supervise, train, and evaluate staff
  • Plan, coordinate, assign, and review the work of subordinate staff
  • Investigate and resolve disciplinary issues
  • Work independently, prioritize work, coordinate activities and meet critical deadlines
  • Develop, monitor and interpret budgets and other financial documents

  • Calculate and prepare mathematical data relative to payroll and retirement benefits
  • Develop, read, and carry out policies and procedures
  • Communicate clearly and concisely, both verbally and in writing, with subordinates, peers, members, and the public
  • Compile and summarize data and information and maintain records
  • Apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met
  • Make presentations before large and small groups including the executive management team and Retirement Board
  • Review and interpret actuarial data
  • Develop and maintain cooperative, effective working relationships with others
  • Influence and persuade others to accept a particular viewpoint or follow a particular course of action
  • Exercise discretion and maintain confidentiality of information

Minimum Qualifications

Either: 1. Five years of full-time paid experience employed by the County of Sacramento in the class of Retirement Services Supervisor.

OR: 2a. Three years of full-time paid experience employed by the County of Sacramento in the class of Retirement Services Analyst or Retirement Disability Specialist.


2b. Three years of full- time paid experience supervising administrative personnel.

OR: 3a. Three years of experience performing professional and supervisory pension administration experience in a public agency.


3b. A Bachelor's degree or higher from an accredited college or university in business administration, finance, economics, human resources/personnel administration, accounting, public administration, or other closely related field.

Note: The experience listed in patterns 2a and 2b may occur concurrently. Additional qualifying experience may substitute for the education required in pattern 3b on the basis of one year of experience is equal to 30 semester units or 45 quarter units. 

Note: If the word "experience" is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable.  Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

Criminal History and Background Checks: The County may access criminal history information on all candidates who have accepted a conditional offer of appointment for this class, consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies and Procedure B-5 and applicable federal and state law. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the applicant's ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history check, Social Security Number verification, professional license/registration verification, military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

License Requirements: Positions in this class require possession of a valid California Driver's License, Class C or higher, prior to appointment. Failure to maintain the appropriate California Driver's License may constitute cause for termination from the class in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

Probationary Period

The probationary period for this classification is six (6) months.

Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
