Responsibilities

This position is located in the New York Regional Office (NYC) of the Employee Benefits Security Administration (EBSA).  The Regional Offices are responsible for planning, directing, and administering a program of enforcement to ensure maximum compliance throughout the geographical jurisdiction of the Office with the Employee Retirement Income Security Act of 1974 (ERISA) and the criminal provisions of the United States Code as they relate to employee benefit plans.

This is a student internship appointment.  Upon completion of requirements for graduation and successful completion of the internship, the appointee may become eligible for non-competitive conversion, at the agency's discretion, to a term or permanent position in the competitive service.

Appointee must be a U.S. citizen in order to be eligible for conversion to a permanent position in the competitive service upon completion of the internship.

Duties include:

- Develops background information from plan reports, financial data, official documents, systems reports, etc.

- Meets with accountants, auditors, attorneys, plan administrators, employers, etc. to schedule specific investigative steps and to obtain factual information.

- Secures signed statements and documentary evidence for inclusion in final reports or case records.

- May answer telephones inquiries and/or draft replies to inquiries concerning specific provisions and requirements of ERISA and related laws, regulations, policies, precedents, interpretations, and opinions.

- In conjunction with higher level staff, the incumbent works with the legal staff of the Department's Office of the Solicitor (SOL) and the Department of Justice in preparing cases for civil litigation and criminal prosecution by developing documentary evidence.

Requirements

Conditions of Employment

  • Must be at least 16 years of age.
  • Must be enrolled at least half-time at a qualifying education institution.
  • Must submit transcript/proof of enrollment/acceptance.
  • Appointee must sign a DOL Pathways Intern Program Agreement.
  • Position requires a Public Trust-Low Risk background investigation.
  • The entire duration of the appointment constitutes a trial period.

The advancement of Interns to higher-graded positions, prior to conversion, is strictly at the agency's discretion. To qualify for promotions, the Interns must have the same level and type of experience and/or education usually required for an initial appointment.

Qualifications

To be eligible for appointment to a position in the DOL Pathways Intern Program, an individual must meet the definition of a “student” based on the following criteria:

1. Is enrolled or has been accepted for enrollment in a qualifying educational institution.
2. Enrollment must be on at least a half-time basis.
3. Enrollment is for the purpose of obtaining an academic degree or diploma, or a certificate program.

AND

All applicants for this position must meet the enrollment & education requirements outlined under the "Education" section as well as and the requirements for the grade of GS-7 outlined in this section to be considered. To qualify for GS-7, applicants may do so via education or specialized experience.

TO QUALIFY VIA EDUCATION:
- Applicants must have completed 1 full academic year of graduate level education 

OR

 -Meet eligibility under the Superior Academic Achievement Provision along with the completion of a bachelor's degree: 
-Superior academic achievement may be based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1) Class standing -applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the Business Administration, Accounting, Finance, Statistics, Economics, Law, Labor Law, Business Management based on completed courses. (2) Grade-point average (G.P.A.) - Applicants must have a grade point average of: (a) 3.0 higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 higher out of a possible 4.0 ("B" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (3) Election to membership in a national scholastic honor society.

**DESIRABLE DEGREES AND COURSES OF STUDY FOR THIS POSITION: Due the very specific type of work performed by EBSA Investigators, the following fields of study are considered highly desirable for these positions: Law, Business Administration, Public Administration, Finance, Accounting, or Economics.

TO QUALIFY VIA EXPERIENCE: In addition to meeting the education enrollment requirements above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-05, in the Federal Service.

Examples of specialized experience include:

1.) Experience in conducting civil, criminal investigations or financial audits.
2.) Experience working with Employee Retirement Income Security Act of 1974 (ERISA).
3.) Experience as an observer in meetings with retirement plan administrators, accountants, attorneys, fiduciaries, employers, representatives of insurance companies and investment or securities firms, as well as real estate or banks.
4.) Experience gathering specific data from financial reports, plan reports, operations and systems reports and other pertinent data associated with transactions under investigations.

Based on a combination of education and experience.

Special Provisions/or Interns with Previous Related Education or Experience: Previous education and/or experience may be evaluated to determine the highest grade level for which the individual is qualified.

To be eligible for appointment, you must be currently enrolled or accepted for enrollment on at least a half-time basis at a qualifying educational institution, for the purpose of obtaining a diploma, degree, or certificate.

Current students must have a grade-point average of 2.0 or higher on a 4.0 scale. If appointed, you must maintain such grade point average throughout the duration of the internship.
