This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Enterprise Data and Analytics (OEDA), Policy and Data Analytics Group (PDAG).

As a Social Science Research Analyst, GS-0101-14, you will be responsible for data programming and analysis, and planning, coordinating, and analyzing data quality and design issues involving CMS programs.


  • Direct and coordinate the planning, design, development and implementation of major health services research projects and research databases related to goals, policies, and strategies of CMS.
  • Conduct major analytical studies to support estimates, projections and analyses of personal health care expenditures for payer subgroups (Medicare, private health insurance, etc.) from a social science research perspective.
  • Write and develop sophisticated computer programs using SQL, SAS, and Python languages to analyze a range of Medicare, Medicaid and Marketplace data.
  • Provide expert consultative and technical expertise to various CMS and Departmental officials on data quality and dataset design issues which might impact analytic and operational projects related to Medicare, Medicaid and Marketplace programs.
  • Develop and manage projects that converts raw data into meaningful analytics and visualizations.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) conducting qualitative and/or quantitative analyses of Medicare, Medicaid, and/or Health Insurance Exchange programs; (2) using database programming languages such as SAS, SQL or Python to manipulate and query large datasets; and (3) interpreting and analyzing data to be included in study reports, issue papers, or presentation materials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

A degree in behavioral or social science; or related disciplines appropriate to the position. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
A combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
At least 4 years of appropriate experience that demonstrated knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
