Duties

Summary

Appointee must sign a DOL Pathways Recent Graduate Program Participant Agreement.

The entire duration of the Recent Graduate Appointment constitutes a trial period.

This position is located in the Department of Labor, EBSA, Ft. Wright, KY.
 
This position is inside the bargaining unit.  

Responsibilities

GS-7: Under close supervision, the incumbent conducts investigations of small single employer plans involving routine, single violations or portions of investigations involving multiple employers, service providers, and third party entities and/or a multitude of civil and/or criminal violations. Attends and participates in meetings and conferences conducted by higher level staff. In conjunction with higher level Office staff, the incumbent works with the legal staff of the Department's Office of the Solicitor and the Department of Justice in preparing cases for civil litigation and criminal prosecution by developing documentary evidence.

GS-9: Plans, conducts, and coordinates civil and criminal investigations or reviews of small single or multi-employer plans or service providers.  Participates, as a team member, in the conduct of larger reviews and is assigned issues which can be addressed and resolved by reference to established guidelines and procedures.  Participates in meetings and conferences with plan officials and their legal and financial representatives.  Works with the legal staff of the Department's Office of the Solicitor (SOL) and the Department of Justice in preparing investigations and developing documentary evidence for civil litigation and criminal prosecution.

  • Appointment to this position may require a background investigation.
  • Requires a valid drivers license.

Appointee must be a U.S. citizen in order to be eligible for conversion to a permanent position in the competitive service upon completion of the program.

Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

Qualifications

GS-07 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-05, in the Federal Service.  Specialized experience is the same as that described in the GS-09 level, but performed with closer supervision.

GS-09 level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-07, in the Federal Service. 

Specialized experience is work experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

GS-7: Examples of qualifying work experience include: experience as a compliance inspector, analyst, planner or investigator whose work related to the field of employee benefit plans, and/or Federal and/or state financial regulatory statutes; experience conducting financial audits using conventional auditing techniques in the fields of finance, banking, insurance, securities, employee benefits.

GS-9: Examples of qualifying work experience include: experience as a compliance inspector, analyst, planner or investigator whose work related to the field of employee benefit plans, and/or Federal and/or state financial regulatory statutes that include interviewing/writing skills in employee benefits; conducting financial audits using detailed oriented experience in accounting/finance/legal techniques in the fields of finance, banking, insurance, securities, that involves employee benefits. 

Education

Education substitution for experience:

For the GS-07 level: 1 full year of graduate level education or superior academic achievement (S.A.A.)
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:
    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies. Agencies considering eligibility based on any society not included in the following list must ensure that the honor society meets the minimum requirements of the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.

For the GS-09 level: A master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

To be eligible for appointment, you must meet requirement a or b:

a. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; or

b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate

To use your education as a basis for meeting the minimum qualification requirements (MQR) for this position, you must submit academic transcripts demonstrating that you meet the qualifying educational requirements. If specific course work is required to fulfill the MQR, you must supply transcripts from each academic institution in which the required courses were taken to receive credit for that course work. See the "Qualifications and Evaluations" section of this announcement for more details.

If you do not submit sufficient academic documentation demonstrating that you meet the eligibility and MQR for this position, your application will be deemed incomplete & Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.

If your education was completed at a foreign college or university, you must show comparability to education received in accredited educational institutions in the United States and comparability to applicable minimum course work requirements for this position.
