GS-7: Under the direction of Group Supervisor, conducts extensive research and analyses of issues and questions related to civil and criminal investigations/audits and financial examinations
of employee benefit plans, service providers, and other financial entities charged with handling plan monies. Reviews files and available records, documentation and publications to become familiar with ERISA requirements and employee benefit plan
GS-9: The incumbent plans, conducts, and coordinates civil and criminal investigations or reviews of small single or multi-employer plans or service providers. Initiates contacts and hold discussions with plan officials, their financial
and legal representatives, and banking, insurance company, securities and investment firm, and real estate company, and other fiduciary and service provider representatives. Examines records, plan and service provider operations, financial and
accounting systems and operations, reports, and other data necessary to assess the appropriateness or inappropriateness of specific issues or transactions being audited. Develops complete audit/investigative reports or, as a team member, portions of
larger reports. Participates in meetings and conferences with plan officials and their legal and financial representatives. Works with the legal staff of the Department's Office of the Solicitor(SOL) and the
Department of Justice in preparing investigations and developing documentary evidence for civil litigation and criminal prosecution.

All applicants must meet the Basic requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that
included or was supplemented by 24 semester hrs in accounting. The 24 hrs may include up to 6 hrs of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant"
should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience -- at least 4 yrs of experience in accounting, or an equivalent combination of accounting experience, college-level education, and
training that provided professional accounting knowledge. The applicant's background must also include one of the following: 24 semester hrs in accounting or auditing courses of appropriate type and quality. This can include up to 6 hrs of business
law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hrs,
but that does not fully satisfy the 24-semester-hr requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial
institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth,
currency, and level of advancement that which is normally associated with successful completion of the 4-yr course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hrs in accounting, the
applicant's education, training, and experience fully meet the specified requirements.
GS-07: One (1) year of specialized experience equivalent to the GS-5 level, in the Federal Service.
GS-09: One (1)
year of specialized experience equivalent to the GS-7 level, in the Federal Service.
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the
position, and that is typically in or related to the work of the position to be filled.
GS-7: In addition to "basic education requirement" one (1) year of specialized experience. Some examples of qualifying experience include: experience as
a compliance inspector, analyst, planner or investigator whose work related to the field of employee benefit plans, and/or Federal and/or state financial regulatory statutes or experience conducting financial audits in the employee benefits field using
conventional auditing techniques.
GS-9: In addition to "basic education requirement" and GS-7 experience, examples of specialized experience include knowledge of investigative principles and techniques; ability to investigate and analyze
financial transactions, background information and other evidentiary materials; ability to draft clear and comprehensive reports including investigative findings and recommendations for corrective action.
substitution for GS-07: year of graduate-level education or superior academic achievement. Superior academic is based upon one of the following three criteria: 1) Class standing - you must be in the upper third of the graduating class in the college,
university or major subdivision based on completed courses; or 2) Grade Point Average (GPA) - you must have a cumulative GPA of 3.0 or higher (out of a possible 4.0) based on 4 years of education or based on courses completed during the final 2 years or a
3.5 GPA in the major field of study completed during the final 2 years of the curriculum; or 3) Election to membership in a national scholastic honor society. OR
Education substitution for GS-09: 2 years of progressively higher level
graduate education leading to a master's degree or master's or equivalent graduate degree.
To be eligible for appointment, you must meet requirement a or b:
a. Completed all requirements for an associates, bachelors, masters,
professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; or
b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year
eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate
