Senior Manager - Benefits Compliance

This position is within Reynolds American Services Company—a subsidiary that provides support services, including compliance, HR, law, finance, information management, and more to all of the subsidiaries of RAI

The Senior Manager, Benefits Compliance is part of the legal department and is responsible for ensuring compliance of employee benefit plans and processes with federal and state regulations and requirements, including reporting, disclosure and testing.  The Senior Manager, Benefits Compliance interacts with human resources and other internal and external partners and has primary responsibility for health and welfare plan compliance. Reports to the Director – Benefits Compliance.

PRINCIPAL DUTIES AND RESPONSIBILITIES

(Essential Functions)

Ensure compliance of employee benefit plans with federal and state regulations and requirements for controlled group of corporations, with primary responsibility for health and welfare plan compliance.  Employee benefit plans include eight health and welfare plans covering over 5,600 active U.S. employees and 15,000 retirees and two defined contribution plans and two defined benefit plans with over $8 billion in assets.

Responsibilities:

  • Health and Welfare Plan Compliance:

    Primary responsibility for health and welfare plan compliance with federal and state laws and regulations, including ERISA, ACA and HIPPA; oversight of internal HIPPA and other privacy related training and certification efforts; completion of governmental filings and distribution of required notices and disclosures; and, in consultation with outside counsel, legal review of powers of attorney and qualified medical child support orders and communication of such orders to interested parties.

  • Government Reporting: Work with internal and external auditors and other stakeholders to prepare and file Form 5500 Annual Reports and other federal and state reporting.
  • Plan Documentation: Maintain employee benefit plan documentation, including plans, trust agreements, amendments, committee minutes, SPDs, SMMs, testing and governmental filings; responsibility for electronic storage of all employee benefit plan-related documentation.
  • Non-discrimination Testing: Work with external vendors and internal stakeholders to complete annual non-discrimination testing for all employee benefit plans.
  • Employee Communications: Preparation, distribution and maintenance of employee communications, including SPDs, SMMs, Summary Annual Reports, Summary of Benefits Coverage and other required disclosure documents, with emphasis on participant communications and disclosures related to health and welfare plans.
  • Retirement Plan Support: Provide compliance support for the tax-qualified and non-qualified defined contribution and defined benefit plans.
  • Legislation: Monitor and assess proposed and enacted federal and state laws and regulations impacting company-sponsored benefit plans.
  • Support the Director, Benefits Compliance

    Provide support on any other matters or special projects as requested by the Director, Benefits Compliance; assistance with merger and acquisition due diligence relating to employee benefit plans.

JOB SPECIFICATIONS

Education: Bachelor’s Degree
 

Knowledge/Experience:

Thorough knowledge of employee benefits laws and regulations, with specialized knowledge of laws and regulations relating to health and welfare benefit plans.  Minimum 5 years' experience working in the areas of ERISA employee benefit plan compliance and administration, with preference given to candidates with specialized experience in the area of health and welfare benefit plan administration and/or compliance.
 

Special Skills/Attributes: 

Must be able to work independently on a variety of concurrent assignments and exhibit high level of organizational, communication (oral and written) and interpersonal skills.  Must be experienced in Microsoft Word and Excel. Must be able to effectively build cross-functional partnerships with internal and external stakeholders.
