The Washington Fire Commissioners Association (WFCA) is made up of fire district administrators throughout the state of Washington who are elected to manage the affairs of their local districts or regional fire authorities. WFCA provides major research, administrative education, legislative representation, health and welfare programs, networking opportunities and other benefits. Although membership in the WFCA is voluntary, 83% of the 362 fire protection districts and regional fire authorities in the state currently participate. The principal office for WFCA is located in Washington's capital, Olympia.

WFCA is managed by a 12-member board of directors elected by the membership, and operates with an Executive Director, Administrative Manager, Finance Manager, Member Services Coordinator and Health Care Manager. WFCA offers comprehensive health and welfare benefits featuring value and affordability for member organizations. A Health Care Committee, whose districts are enrolled in the program, meets regularly and makes recommendations to the WFCA Board of Directors. Programs offered by WFCA include 7 self-insured medical plans, 2 insured medical plans, Teladoc access to care, 3 dental plans, and life insurance options. The WFCA Health Care Program operates independently from regular operations with over $24 million of annual premiums received and a reserve fund of $20 million.

The Health Care Manager works with the Health Care Committee to provide excellent products and help control the cost impact to member agencies. The Health Care Manager is responsible for monitoring and analyzing WFCA Health Care Program specifics, including premiums, claims, utilization trends, and data, and for promoting programs and benefits of the association to member agencies and to potential new members.

A bachelor’s degree is required. Five years of experience working in the health benefits field desired. Having experience working in a fire or public safety environment, and working with bargaining units on benefit issues will put those applicants at the top of the list.
