Position Summary:

The UC Office of the President (UCOP) has an opportunity for a Health & Welfare (H&W) Benefits Program Manager who will work with a dynamic team in Human Resources to manage employee benefits for over 150,000 employees at 11 UC campuses and five medical centers. This position offers excellent growth potential for a mid-career benefits professional looking for a new strategic direction.

Your job responsibilities would include, but are not limited to:

  • Manage design, development, implementation and maintenance of H&W benefits programs, policies, operations and vendor performance.
  • Develop long-range strategic and short-range operational plan management opportunities. Monitor plans' financial and administration performance. Develop improvement plans that support financial stability and maintain market competitiveness of UC employee benefits.
  • Partner with colleagues to ensure integration of financial goals across the portfolio. Collaborate with internal and external stakeholders to ensure UC policy and regulatory requirements are met.

Do you have what it takes?

  • A bachelor's degree and relevant professional experience in H&W employee benefits program policies, practices and systems.
  • Advanced knowledge of H&W benefit program policy, design, underwriting and actuarial principles, benchmarking, research review, accounting principles and practices and performance measurement tools for large employer groups. Knowledge of academic environments or public sector employers is preferred. Knowledge of state and federal laws and regulations applicable to large group benefit plans.
  • Proven ability to organize department work functions in an efficient and effective manner. Demonstrated management and conflict resolution skills to effectively lead and motivate others.
  • Highly developed political acumen to assess and resolve intricate situations occurring in a complex organizational structure. Ability to represent effectively UC's interests, goals and challenges to outside industry professionals.
  • Advanced problem recognition skills and ability to determine root cause of problems and recommend solutions that address concerns of stakeholders and take into consideration the often-conflicting needs of diverse constituents. Ability to apply initiative, resourcefulness and creativity to problem resolution.
  • Highly developed interpersonal skills, ability to lead cross-disciplinary teams and facilitate consensus-based teamwork for productive outcomes, and strong customer service orientation.

Duty 1: Manages design, development, implementation and maintenance of health and welfare benefits programs, policies and procedures. Prepares short and long range planning.

Duty 2: Through subordinates, oversees contract renewals and ongoing maintenance of contracts, as well as competitive bidding of program services
Percent: 20

Duty 3: Manages vendor performance evaluation and reporting, negotiates with vendor executives to resolve plan design, operational and other issues. Negotiates and manages compliance with standards/agreements to ensure appropriate levels of service and responsible for participant satisfaction for assigned programs. Establishes and recommends organizational policy.
Percent: 30

Duty 4: Interacts with higher-level management and stakeholders on controversial situations, negotiations, or influencing and persuading others.
Percent: 10

Duty 5: Selects, develops, and evaluates personnel to ensure the effective and efficient operation of the function.
Percent: 15

Job Requirements

  • Bachelor's degree in related area and/or equivalent experience/training.
  • Has broad knowledge of health & welfare employee benefits program policies, practices and systems.
  • Demonstrated knowledge of benefit program underwriting and actuarial principles, benchmarking, strategic and clinical aspects of program design, research review, accounting principles and practices, performance measurement tools.
  • Position requires strong inter-personal skills and ability to work effectively across the organization at all levels.
  • Strong client services orientation, listening, critical thinking and analytical skills.
  • Proven ability to organize department work functions in an efficient and effective manner.
  • Demonstrated management and conflict resolution skills to effectively lead and motivate others.
  • Proven skills to quickly evaluate complex issues and identify multiple options for resolution.
  • Proven ability to influence/persuade all levels of staff, faculty, and senior leaders.
  • Must have strong verbal and written communication skills.
