Position Summary:

Under the general direction of the Executive Director, Retirement Programs & Services, manages the Retirement Policy Group, which is responsible for developing, modifying and executing retirement program policies that affect retirement administration operations and have system-wide impact. Establishes objectives and work plans, and delegates assignments to four Benefits Program Strategy Analysts. Reviews and approves recommendations for the UC Retirement System (UCRS), which includes a defined benefit plan (the University of California Retirement Plan) and three defined contribution plans (the Defined Contribution Plan, the Tax-Deferred 403(b) Plan, and the 457(b) Deferred Compensation Plan), and for the Retiree Health Benefit Program. Decisions require an evaluation of a variety of factors, including an understanding of current business trends and legal compliance requirements.

 

Duty 1: Manages a highly specialized technical team that is responsible for strategic planning, design and development of system-wide retirement benefit program policies. Maintains integrity of Retirement Policy Group through management and oversight of staff, including performance evaluation and employee development

Duty 2: Reviews retirement benefit strategy issues, develops solutions and ensures quality deliverables and outcomes.Conducts ongoing review and evaluation of existing retirement plans, policies and procedures. Provides guidance to staff of the Retirement Administration Service Center regarding complex issues.

Duty 3: Provides consultative services and communications to higher level management, the Faculty Welfare Committee, other faculty groups, and retiree associations. Finalizes items for the Regents and meeting agendas for the UCRS Advisory Board and for various internal working groups and makes presentations to these groups.

Duty 4: In coordination with the UC Office of General Counsel, assesses and mitigates risk associated with legal compliance issues that could impact the tax -qualified status of the UCRS plans. Formulates policies and guidelines to implement retirement program benefits. Oversees the periodic updating and publication of the UCRS legal plan documents and regulations, ensuring that they are in compliance with all IRC requirements.

Duty 5: Engages, coordinates, evaluates services provided by outside consultants and vendors. Represents UCRS in external retirement benefit organizations, including the California Association of Public Retirement Systems and the National Association of State Retirement Plan Administrators.

Job Requirements

Bachelor's degree in related area and/or equivalent experience/training.

Requires advanced knowledge about theory and practice related to retirement plan design and development, including actuarial principles, benchmarking, accounting principles and practices and applicable legal requirements.

Strong knowledge regarding implementation and administration of both defined benefit and defined contribution retirement plans, including regulatory compliance.

Communicates information in a clear and concise manner in writing and verbally.

Client services oriented, has good listening, critical thinking and analytical skills.

Excellent project management skills and ability to multi-task.

Excellent skills to work collaboratively and act persuasively in sensitive situations; experience in change management and conflict management techniques.

Supervisory experience and excellent interpersonal skills to effectively lead, motivate and influence other and develop and maintain high standards of customer service.

Very strong ability to quickly evaluate complex issues and identify multiple options for resolution.

Ability to negotiate, influence, and provide rationale for goals of UCRS with UC constituents and ensure that these align with the COO Strategic Plan and HR Goals.

Working knowledge of the UCRS plans, the UC Retiree Health Benefit Program, and applicable actuarial principles and concepts

Requires knowledge of policies and practices in financial, employee and labor relations, and UC business areas, i. e., to apply and consider in policy development.

Requires clear understanding of UC budgetary, political and employee relations dynamics.

Required
