Benefits Analyst (Experienced)

Sandia National Laboratories

We are seeking a Benefits Analyst

On any given day, you may be called on to:

  • Be responsible for budget, contract and vendor oversight for multiple insurance carriers and service providers including the maintenance of spend plans
  • Negotiate annual vendor renewals and lead in periodic vendor procurements
  • Analyze claims utilization, ASO fees, & plan performance including the review and processing of vendor payments, review and analysis of monthly, quarterly and annual vendor reporting and performance guarantees to influence continuous improvement efforts and initiatives
  • Conduct employee/retiree communication & education and maintenance and update of all applicable Summary Plan Descriptions
  • Complete strategic planning and annual evaluation of benefits design including benchmarking
  • Complete annual open enrollment
  • Escalate problem resolution with in depth knowledge of assigned plans and tracking of routine business rhythms
  • Complete internal / external audits
  • Conduct data reporting & analysis
  • Conduct special projects / other duties as assigned
  • Ensure compliance with all rules, regulations and policies
  • Maintain vendor administrative manuals and internal operating procedures

Required:

  • Bachelor’s degree in a relevant discipline plus 5 years’ relevant experience or equivalent combination of relevant education and/or experience
  • 3 years insurance carrier experience
  • Knowledge of federal and state laws governing benefits, including the Employee Retirement Income Security Act, Internal Revenue Code, the Health Insurance Portability and Accountability Act, and relevant DOE orders and regulations.
  • Knowledge of benefit policies, practices, and procedures.
  • Knowledge of labor bargaining agreements.
  • Knowledge of and experience with data and financial analysis.

Desired:

  • SHRM or CEBS certification
  • Experience and demonstrated skill in conducting basic research, investigating alternative solutions, and recommending solutions to problems affecting benefits administration.
  • Effective communication skills, including the ability to prepare and present clear and concise oral and written reports and presentations.
  • Ability to effectively manage contracts with service providers and vendors.
  • Analytical skills and ability to handle confidential information appropriately.
  • Demonstrated ability to influence outcomes with no direct authority.
  • Employer benefits experience or employee benefit consulting experience or brokerage experience
  • Contract administration experience
  • Vendor management experience
  • Open Enrollment experience

Department Description:

The Health Plans Department, strategically develops / designs, implements, and administers Sandia's health plans such as active and retiree medical, dental, vision, prescriptions drug, HRA, FSA, annual open enrollment events, and other related benefits and programs. The department also supports the Corporate Employee Benefits Committee (EBC), the Employee Benefits Claims Review Committee (EBCRC) and provides support during collective bargaining periods.

Security Clearance:

Position requires a Department of Energy (DOE)-granted L-level security clearance.
