Business Operations Manager 5 (Associate Director for Business Operations, Penn State Extension)

State Extension is seeking a high performing individual interested in serving as the ambassador and face of the organization for business operations at the state level. The Associate Director of Business Operations will provide administrative
strategic leadership, direction and accountability to 10 Business Operation Managers (BOMs) and 2 Urban Center Directors that make up the field- based operations for Penn State Extension in the 67 Pennsylvania counties. They will be responsible for
statewide Extension operational needs and expertise within the organization at large to ensure county offices provide effective administrative management and support for statewide extension programs.
The Associate Director of Business Operations will
work collaboratively with the Director of Extension, Associate Director of Programs, Associate Director of Client Relationships and other extension leadership to support the delivery of educational programs that are disseminated across the state by state
Extension teams. They will also ensure operations run efficiently and effectively using best practices and constant improvement. This position provides resolution to complex and/or controversial issues.
Personnel Leadership & Management:
Provide strategy, leadership, supervision, processes, training and support for 10 Business Operations Mangers across the state and two urban center directors. Set annual goals and metrics for success; complete annual performance reviews. Serve as a liaison
with Human Resources and assist BOMs with staffing and personnel issues; provide direction and ensure accountability to BOMs in managing county offices and administrative staff; provide leadership and set standards for recruiting, hiring, training,
managing, and evaluating county support staff ; oversee and provide strategies around use of part time personnel in county offices to ensure maximum efficiency across the organization; work with Associate Director of Programs and central support units to
ensure defined roles and responsibilities of central and county staff in support of program development, delivery and financial processing
Financial and Office Management and Leadership: Develop strategy with Extension leadership on approach and
best practices to accomplish the organizational operational vision. Provide strategic leadership and oversee complex and growing business operations for Penn State Extension with a focus on centralization, processes, compliance, risk management, and
efficiency. Develop and implement organizational policies, procedures, and best practices for county office operations; ensure implementation of university, college, county and office policies and procedures (including affirmative action) in a consistent
manner; initiate policy change as appropriate; provide leadership to BOMs and support volunteers in Development efforts to build endowed funds for the future positions and programs. Oversee and develop strategy, policies, best practices and procedures to
manage county budgets, financial management and processing, and financial record keeping to county, college, and University standards. Set goals and expectations for BOMs to assure county operations provide appropriate administrative support to statewide
program teams/educators, program delivery, and customer service. Work collaboratively with Associate Director of Client Relationships on developing a vision and best practices around the county partnership/office structure and the growth, development and
presentation of county budgets.
Stakeholder/Customer Leadership and Management: Ensure county staff have an understanding and ability to articulate the mission and brand of the College of Agricultural Sciences and Penn State Extension and have an
understanding of Extension products, services, and resources in order to provide outstanding customer support and service; also ensure county staff have an understanding of organizational strategic goals and properly and professionally represent the
organization and its leadership to all external stakeholders. Build relationships with county commissioners and state legislators; collaborate with Associate Director of Programs and Associate Director of Client Relationships to build effective working
relationships and liaisons around the state to include elected officials at all levels and other stakeholders and partners. Ensure support is provided to local volunteers, donors and stakeholders (including local boards and advocates as needed); ensure
consistent representation of Penn State Extension brand and operation as a single organization.
Facility Oversight and Management: Responsible for oversight and risk management of all Extension offices and auxiliary facilities such as 4-H centers
throughout the state; evaluate ownership, management, value, and ROI of all auxiliary facilities and make recommendations on management and/or disposal. Ensure there is a strategic plan to define and provide appropriate technology and equipment support for
county offices. Continuously review and streamline county/district business functions to respond to new business models.
Support for Director of Extension: Serve as member of the Extension Directors Council in the organizational development and
oversight of functions critical for Extension’s operations and management. Represent Penn State Extension on behalf of Director as needed; provide support and leadership for initiatives. Participate in Extension strategic planning process. Typically
requires a Bachelor's degree or higher plus seven years of related experience, or an equivalent combination of education and experience. The position requires a bachelor’s degree or higher or an equivalent combination of education and experience
and seven plus years of related experience. Candidates must possess outstanding leadership and management skills in human resources, finances, organizational development, relationships and team building. Candidates must demonstrate effective human
relations and communication skills and have personal experience in coaching and mentoring. Outstanding oral and written communication skills and the ability to listen effectively are essential. Additionally, candidates must demonstrate experience in
resource development, budget management and managing large teams as well as the ability to work with and build relationships with communities, political leaders, and other external and internal partners. Candidates must also demonstrate experience in
developing and maintaining customer relationships and possess strong analytical, strategic planning and implementation skills. A thorough understanding and demonstration of knowledge of business operations for large and complex organizations is
Travel is required. This position requires the operation of a motor vehicle as part of the job duties. A valid driver’s license and successful completion of a motor vehicle records check will be required in addition to standard
