Human Resources Section Manager

Miami-Dade County

This is highly responsible professional and supervisory work in managing a section in the centralized Human Resources Department. A typical day includes consulting on a variety of benefit strategies along with managing projects that use data and advising skills. You will monitor benefit obligations and work with cross-organization teams to operationalize benefit programs; monitor benefit processes; design and monitor compliance controls and identify process improvements to enhance the employee experience.

This position will partner with HR management on overall benefits, design, administration and related compliance, bring new ideas to the table to support of Division.

Responsibilities include supervising the work of professional employees engaged in complex work related to innovating how we allocate of benefit budget dollars to target areas with the most ROI for the employee population, help to design and refine our wellness programs and annual open enrollment initiatives, develop new and refine current benefits administration polices, processes and procedures focusing on efficiency to reduce administrative bottleneck and cost containment, streamline our leave policies, procedures and educations collateral for employees while also ensuring we take full advantage of services provided by external plan administration vendors, mitigate organization risk by working with our internal and external legal counsels and benefits consultant to ensure the County amends our business practices and procedures to remain compliant. Provide strategic planning and execution of new benefits education and outreach/communications efforts to inform employees about available assistance programs, execute weekly, monthly, quarterly and annual audits to ensure the integrity of our benefits enrollments, payments to vendors, collection of premiums, etc., provide oversight on daily administration tasks performed by the Benefits Supervisors.

Minimum Qualifications:

Bachelor's degree. Three to six years of professional experience in benefits administration and processes, to include  health insurance OR  financial / retirement services compliance, risk or audit function experience to include various federal and state level regulations including but not limited to working knowledge of Employment Law, HIPAA, COBRA, FMLA, DOL, Section 125, ACA are required.  Must have Certified Information Privacy Professional (CIPP) Certification or similar certification at time of hire.  Knowledge of technology support functions to include supervisory experience is preferred. Advanced degree in related area preferred.
