The job of Benefits Technician is done for the purpose/s of providing customer service and support to the delivery of all aspects of employee benefits and benefit information; resolving insurance benefit, retirement, reporting and reconciliation problems; providing information to new and current employees, providers and/or administrators; and ensuring employee proof of coverage and accurate billing.

  • Assists personnel, beneficiaries and/or insurance providers (e.g. provide information concerning District policies, procedures and negotiated agreements, etc.) for the purpose of verifying eligibility, conveying information and processing claims.
  • Assists in the administration of employee benefit programs in compliance with carrier contracts (e.g. enrolling new employees, explaining benefit options, organizing benefit fairs, open enrollment, filing claims, etc.) for the purpose of providing assistance and delivery of all aspects of employee benefits and benefit information.
  • Distributes documents (e.g. open enrollment packets, new/change forms, fringe benefit packages, flyers, etc.) for the purpose of providing information and proof of insurance coverage/s.
  • Maintains a variety of benefit information (e.g. claim files, employee records, etc.) for the purpose of providing an up-to-date reference and audit trail.
  • Participates in meetings, workshops and seminars as assigned for the purpose of conveying and/or gathering information required to perform functions.
  • Prepares written materials (e.g. reports, memos, letters, Consolidated Omnibus Budget Reconciliation Act (COBRA), retiree letters, spreadsheets for Voluntary Life Insurance (VTL), etc.) for the purpose of documenting activities, providing written reference, and/or conveying information.
  • Processes a variety of benefit information (e.g. reporting terminations to vendors, COBRA notifications, forms and/or correspondence to eligible employees or dependents experiencing a loss of benefits, etc.) for the purpose of completing enrollment, changes within program guidelines.
  • Provides customer service (e.g. bargaining unit members, new employees, etc.) for the purpose of providing support and delivery of all aspects of employee benefits and benefit information.
  • Reconciles enrollment forms and billings to employee records (e.g. COBRA, disability, retirement, health, FMLA, etc.) for the purpose of ensuring accurate eligibility and payment information and complying with contract provisions.
  • Researches discrepancies between employee, payroll, benefit provider/s, and government agencies for the purpose of ensuring accuracy of records
  • Reviews and distributes mail for the Department for the purpose of distributing mail to the appropriate recipient.
  • Supports assigned administrators (e.g. preparing special reports, filing all benefit materials, prepare deposits of insurance payments, etc.) for the purpose of providing information from which to make operational decisions.

SKILLS are required to perform multiple tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying district, state and federal policies and regulations; operating standard office equipment; preparing and maintaining accurate records; planning and managing projects; and utilizing Human Capital Management systems, Excel, and other pertinent software applications.

KNOWLEDGE is required to perform basic math, including calculations using fractions, percentages, and/or ratios; read a variety of manuals, write documents following prescribed formats, and/or present information to others; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: business telephone etiquette; codes/laws/rules/regulations/policies; grammar, spelling and punctuation; office application software; office practices; recordkeeping and record retention practices; COBRA regulations; various health and life insurance plans, coverage and exclusions; oral and written communications.

ABILITY is required to schedule activities, meetings, and/or events; gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to work with others in a variety of circumstances; work with data utilizing defined but different processes; and operate equipment using defined methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize specific, jobrelated equipment. Problem solving is required to identify issues and create action plans. Problem solving with data requires following prescribed guidelines; and problem solving with equipment is limited. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; meeting deadlines and schedules; maintaining confidentiality; working with constant interruptions; and working with detailed information/data.

Responsibility

Responsibilities include: working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; operating within a defined budget. Utilization of resources from other work units is often required to perform the job's functions. There is some opportunity to impact the organization's services.

Experience: Job related experience with increasing levels of responsibility is desired

Education: Targeted job-related education that meets organization’s prerequisite requirements

Required Testing: As required for position

Current Typing Certificate at an acceptable rate of speed 

Must possess a Valid California Driver’s License during course of employment

Must be insurable at standard rates and insurable at standard rates and maintain such insurability during the course of employment
