POSITION PURPOSE:

The Welfare Fund Manager is responsible for the management of all aspects of the department, which include but are not limited to claims processing, quarterly (and supplemental) vacation payments, reconciliation of both internal and external (from third-party vendors) information, eligibility, and appeals.

DUTIES & RESPONSIBILITIES:

  • Assist the Welfare Director with updating and maintaining all applicable Plan documents and benefit materials (e.g., Summary Plan Description, Summary of Benefits and Coverage, etc.).  
  • Assist the Welfare Director in ensuring compliance with all applicable laws and regulations including but not limited Employment Retirement Income Security Act (ERISA), Health Insurance Portability and Accountability Act (HIPAA), the Affordable Care Act (ACA), Health Care Reform, etc.
  • Maintain a working knowledge of all relevant Plan Documents, Policies and Procedures.
  • Responsible for project management of any approved Plan changes.
  • Develop and maintain internal standard operating procedures and training materials.
  • Manage direct reports, distributing workload & reviewing work, overseeing appropriate training, and communicating performance feedback.
  • In conjunction with Welfare Director, assist in annual audits; work collaboratively Fund Auditors to address questions and ensure resolution of open issues.
  • Oversee appeals process and correspondence for review by the Appeals Committee.
  • Monitor, review, and approve all vendor billing.
  • Maintain effective working relationships with third-party vendors and Plan Professionals.
  • Prepare various ad hoc reports.

EDUCATION & EXPERIENCE:

  • Bachelor's degree, or CEBS, or equivalent combination of education and experience.
  • 5+ years’ experience in health and welfare benefit plan administration preferably in a multi-employer environment.
  • 3-5 years of management experience.

REQUIRED SKILLS/ABILITIES:

  • Excellent verbal and written communication skills.
  • Excellent judgment and follow through.
  • Excellent organizational skills, attention to detail, and ability to handle multiple requests in a timely manner.
  • Ability to develop and foster collaborative working relationships across the organization, with various levels of employees.
  • Excellent analytical and problem-solving skills.
  • Ability to prioritize tasks, delegate them when appropriate, and set realistic goals and milestones.
  • Ability to work with little to no supervision of daily activities
  • Ability to act with integrity, professionalism, and confidentiality.
  • Thorough knowledge of federal, state, and local employment laws and regulations.
  • Proficient with Microsoft Office Suite or related software.

Salary and Benefits:

Salary Range:  $100,000 - $ 120,000

The rate of pay offered will be dependent upon candidates’ relevant skills, education, and experience. The NYCDCC Benefit Funds offer a generous and competitive benefit
