ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential duties and primary responsibilities below are intended to describe the general requirements of this job and are not intended to be an exhaustive statement of duties.

- Meet with the Director, Human Resources and executive team members to identify HR issues, priorities, goals, and requirements
- Assist the Director, Human Resources to administer and execute human
resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and
development
- Conduct research to identify workforce issues or inefficiencies and develop recommendations to address inefficiencies
- Develop HR strategies and company-specific models
- Recommend business solutions and develop HR
policies, procedures, and tools
- Generate analytic reports and presentations for feedback to management
- Ensure that the operations and activities of ATP’s workforce are efficient and in the best interest of the organization’s
goals
- Assist with the recruitment, onboarding and training of new employees
- Help establish control systems for compliance with business methods and HR practices
- Back up for HCM system data entry
- Assist legal in open records
requests by gathering and copying required employee information
- Support ATP’s safety culture by following safety and security policies, considering safety in every action and reporting safety and security
concerns
MINIMUM QUALIFICATIONS—EDUCATION AND EXPERIENCE
- Bachelor's degree; at least five (5) years of Human Resources experience directly related to the duties and responsibilities
specified
- Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis
- PREFERRED HR
Certification
- OR An equivalent combination of education, experience, knowledge, skills, abilities, and other characteristics consistent with the required qualifications
KNOWLEDGE, SKILLS, AND
ABILITIES
- Ability to contribute in a fast-paced changing work environment while maintaining confidentiality, prioritizing multiple functions, and managing time efficiently consistently and positively
- Maintains knowledge of
trends, best practices, regulatory changes, and new technologies in human resources and employment law
- Ability to demonstrate resourcefulness and a healthy level of engagement in work responsibilities
- Ability to analyze complex data and
summarize it in easily understandable form
- Strong knowledge and understanding of employee recruiting and related state and federal regulations.
- Ability to establish and maintain effective working relationship with co-workers and the
public
- Ability to interact with applicants, employees, and managers, to represent the Authority with professionalism
- Excellent oral and written communications skills
- Ability to work independently with minimal
supervision
- Experience in project management preferably HR related
- In-depth knowledge of HR principles, functions, methods and best practices
- Solid understanding of research methods and analysis
- Computer savvy with working
knowledge of human resource IT (ATS, Payroll etc.)
- Ability to strategize and formulate business plans
- An analytical mind with problem-solving abilities
- Excellent communication and consulting skills
- Must be proficient in
using business and communications software, preferably Microsoft Office 365 which includes Word, Excel, PowerPoint, Outlook, and Teams
- Knowledgeable in applicant tracking systems; preferably in Oracle
WORK ENVIRONMENT
AND PHYSICAL DEMANDS
Work is generally performed in an office environment, but occasionally requires attendance at public meetings, stakeholder meetings, and/or job sites. ATP promotes a safe and healthy work environment and provides
