Uses professional benefits concepts to resolve issues that are moderate in scope and impact where analysis of situations or data requires a review of a variety of factors. Exercises judgment within defined procedures and practices to determine appropriate actions and recommendations. Has internal and limited external contacts. Normally receives general instructions regarding on-going benefits assignments with detailed instructions provided on new projects.

The Retirement Administration Service Center (RASC) supports members of the University as they transition into retirement and with life events beyond work (including University of California Retirement Plan (UCRP) retirement income, UCRP disability income, survivor benefits and UC-sponsored health and welfare benefits). The RASC provides plan members - employees, retirees and their eligible family members, survivors and beneficiaries - information they need to understand their options, make informed decisions and effectively manage their benefits.

Under the general direction of a Benefits Supervisor or Manager, the incumbent supports one or more operational units within the RASC. Demonstrates effective teamwork and supports the management team in implementing change. Responsibilities may include responding to complex inquiries from customers, local benefits offices, and other internal and external organizations and individuals regarding UCRP and health and welfare benefits. Duties may include the processing of financial and demographic transactions, analyzing reports, resolving issues, reconciling financial transactions, participating on operational process reviews, editing written procedures and performing audits to ensure compliance. Provides subject matter expertise in support of a variety of special projects and participates on projects related to areas of expertise and/or unit responsibilities. Seeks opportunities for continuous process improvement. Please note this posting is for 6 Temporary, TOPS positions.



Administers and communicates the organization's employee benefits programs.


Applies benefit policies and procedures to resolve issues and to address questions.


Works in a collaborative manner with others across the organization to prioritize and complete multiple assignments on time. Prioritizes work assignments, conducts analysis and develops resulting recommendations.


Provides information on plan options, policy features, enrollment and other plan requirements. Provides training to departments on employee benefit programs, conducts workshops and revises/updates workshops as appropriate.

Required Qualifications

  • Possesses analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Has knowledge of organization policies and procedures; knowledge of functional area and understands how work may impact other areas.
  • Shows comprehensive knowledge of the organization's employee benefits function and programs and can address unique circumstances as well as routine situations.
  • Demonstrates skill in conducting limited analysis and in writing and speaking clearly, comprehensively and effectively in order to provide information and some interpretation of programs to managers and employees.
  • Strong quantitative and analytical skills to perform, analyze and audit complex benefit calculations within unit deadlines
  • Strong oral and written communication skills to effectively compose correspondence and communicate ideas, policy and benefit program guidelines to a varied constituency across the UC community and to external third parties.

Preferred Qualifications

  • Applies knowledge of regulations in order to assure compliance with UCRP and Regulations, UC policy, and pertinent Federal and State regulations including FMLA, Medicare, COBRA, HIPAA, the IRS Code, Probate Code, privacy laws, generally accepted accounting principles (GAAP) and other relevant rules and regulations through application of appropriate controls.
  • Comprehensive and thorough historical knowledge of the UCRP plan document, operational procedures, membership types, impacts of offsets, and how they impact a division of benefits under the plan and QDRO requirements.


Bachelor's degree in related area and/or equivalent experience/training in a retirement benefits plan or accounting environment. 1-3 years of job related experienc
