Duties

Summary

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity (CPI), Data Analytics and Systems Group (DASG), Division of Modeling & Analytics (DMA).

As a Social Science Research Analyst, GS-0101-13, you will analyze issues and perform quantitative analysis related to potential fraud, waste, and abuse associated with the administration of CMS mission programs.

Responsibilities:

  • Serve as a recognized expert within the organizational unit on the conduct of independent research.
  • Coordinate with policy and program personnel, data analytics stakeholders within and outside of CMS.
  • Plan potential summative research tasks to measure phenomena associated with the evaluation of completed projects or ongoing initiatives.
  • Lead in the development of clearly written and concise issue papers and talking points.
  • Conduct horizon scanning and literature reviews in the professional field of study.
  • Develop procurement support materials, such as acquisition plans, procurement strategies, cost estimates, statement of work, and schedules of deliverables.

Qualifications

In order to qualify for the GS-13, you must meet the following:

You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:

  • Coordinating health services or health economics research projects (e.g. healthcare pricing and reimbursement; access to care; healthcare demand; healthcare quality; healthcare fraud, waste, and abuse; or health system performance);
  • Drafting health care related presentations, papers, or reports from research findings for management's review; AND
  • Interpreting data tabulations or graphs to identify critical factors (e.g., data limitations, biases, sampling errors, inconsistencies).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:

Degree: behavioral or social science; or related disciplines appropriate to the position
-OR-
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
-OR-
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
