Duties

Summary

This position is located in the Department of Labor, Employee Benefits Security Administration (EBSA), Dallas, Texas.

This position is inside the bargaining unit.  

Responsibilities:

  • Provides technical information, guidance and assistance in response to written, telephonic and walk-in inquiries from plan administrators, participants, beneficiaries, service providers, members of Congress, and the general public concerning the provisions of the Employee Retirement Income Security Act (ERISA), Consolidated Omnibus Budget Reconciliation Act (COBRA), Affordable Care Act (ACA), Mental Health Parity and Addiction Equity Act (MHPAEA), Health Insurance Portability and Accountability Act (HIPAA), and other related statues.
  • Conducts fact-finding and research analysis to assist plan participants with disputes involving benefit entitlement. Promptly evaluate facts, make appropriate judgments, and intercede with plan sponsors and employee benefit officials to obtain informal dispute resolution for plan participants.
  • Review documentation and information from participants and plan officials to determine the nature and extent of potential fiduciary violations. Confers with supervisor regarding possible referral for investigation.
  • Maintains liaison with other Departmental, federal and state agencies to coordinate regulatory standards and provisions. Provide technical information to members of congress. May assist in providing information in public forums, including making presentations to participant groups and advocacy organizations, and professional groups concerning ERISA matters.

Qualifications

To qualify, applicants must have: Master's or equivalent graduate degree; OR two (2) full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related; OR one (1) year of specialized experience that demonstrates the ability to provide assistance and educational information to individuals, employers, special interest, and other groups in the employee benefits field, equivalent to at least GS-07 grade level in the Federal service. Equivalent combinations of education and experience are qualifying.

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown above meets the requirements for GS-09. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full- time study at the school attended.

Specialized experience is experience providing technical assistance to individuals, employers, customers, and other groups in the employee benefits field. Experience working with federal laws, regulations, interpretations, opinions, exemptions, rulings, and reference sources.  Experience researching and analyzing factual situations to obtain informal resolution of complaints and making referrals for investigation mainly experience involving employee benefits.

Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level specified above, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9.

Time-in-Grade Requirement: Applicants must have served at least one (1) year at the GS-07 grade level in the Federal service.
