The Senior Benefits Specialist will be a vital member of the People Team in a newly created role that will manage the USGA employee benefit programs. In this role you will be responsible for maintaining compliance with various state, federal and local legislation as applicable to the USGA’s benefits plans, programs and employee policies. This role will also be responsible for relationships with benefit vendors/record keepers, retirement plan auditors and benefit plan consultants in matters relating to the USGA’s benefits plans

WHAT YOU CAN EXPECT:

Employee Benefits Administration 

  • Oversees the administration of the USGA’s various benefit plans – Medical, Dental, Vision, Life / AD&D Insurance, Short / Long Term Disability Plans, Long-Term Care, 3 qualified and 3 non-qualified retirement plans and voluntary benefit programs.
  • Researches participant / plan issues and provides recommendations for their resolution.
  • Respond to employee requests for DB estimates and commencement packages. Review DB calculations/commencement packages and required documentation for accuracy.
  • Determine and obtain approvals for employee eligibility for participation in USGA’s non-qualified retirement plans. 
  • Oversee and ensure accuracy of annual 401(a) and 457(f) employer contributions.
  • Ensure accuracy of annual tax withholding for vested 457(f) participants.
  • Ensure that plan documents and Summary Plan Descriptions (SPDs) for all USGA benefit plans (retirement, medical, dental, vision, insurance, etc.) are in full compliance with all existing regulatory requirements.
  • Works with benefit vendors and legal counsel to update plan documents, and design plan communication and training material / packages as required. Works with benefit consultants, plan actuaries, attorneys, retirement plan auditors to ensure that all administrative procedures are updated and meet all legal requirements.
  • Reviews annual actuarial reports as well as various monthly, quarterly, annual, and ad hoc reports related to USGA benefit plan activity, claim activity and vendor performance for accuracy and to identify trends and/or potential issues

Benefit Planning / Design – Research and Compliance 

  • Maintain current knowledge of legislative changes / regulations that may affect the USGA’s benefit plans; advises management of any impact on the various plans/policies.
  • Works with benefit consultant to research and recommend and propose changes to benefit plans to USGA senior management and Executive Committee as necessary.
  • Oversees the implementation of approved plan changes, their communication to plan participants, updating of plan documents and administrative procedures – both at USGA and with plan vendors.
  • Provides subject matter support to outside Auditors in their annual audit of the USGA’s DB, 403(b) and 401(a) retirement plans. Oversees the vendors preparation and accuracy of Form 5500’s for the USGA’s DB and DC retirement plans and health and welfare plans.
  • Ensures that the Form 5500’s are filed on a timely basis.
  • Reviews vendors’ annual non-discrimination testing of 403(b), 401(a) and FSA plans, reviews test results for accuracy and provides direction / oversight for any required corrections.
  • Reviews and submits annual PBGC premium filing.
  • Prepares data for Schedules J and IX of Form 990.
  • Prepares annual employer filings under the Affordable Care Act.

Benefit Plan Communications & Education 

  • Arranges for educational presentations to USGA staff members on various benefit plans, including investment options, retirement planning, benefit exit reviews, etc.
  • Reviews presentation material for relevance and accuracy; updates as required.
  • Oversees the development, updating and distribution of various plan documents, forms and legally required notices, such as Summary Annual Reports (SARs), Annual Funding notices, Annual Fee Disclosure Notice, Summary Benefit Coverage, Medicare Part D Creditable Coverage Notice and other legally required health and retirement plan notices.

Manage FMLA and state family leaves, short-term and long-term disability and worker’s compensation plans.

  • Respond to employee inquiries, provide explanations of plans / policies as they relate to individual employee situations, and interact with state agencies and worker’s compensation insurance carrier.
  • Maintain current knowledge of applicable state, federal and local laws to ensure policies are compliant with applicable laws.
  • Prepare required census data for benefit broker to obtain annual worker’s compensation premium.

Other Benefit and HR projects

  • Provides support to USGA senior management and executive committee on other benefit and HR projects as requested. 

 What you bring to the USGA:

  • Strong knowledge of ERISA and ACA
  • 10 plus years high level experience working with both qualified and non-qualified retirement plans as well as active and retiree medical plans including design, compliance, implementation, communication, on-going maintenance of plan documents
  • Strong knowledge of FMLA and state disability, leave and worker’s compensation laws
  • Analytical ability and demonstrated ability to work with and communicate complex details
  • Discretion, demonstrated excellent communication skills
  • Excellent organizational skills
  • Expert knowledge of Microsoft Word, Excel, PowerPoint
  • Four to five years experience in the not-for-profit benefits area preferred
  • Certified Employee Benefits Specialist (CEBS) and/or SHRIM designations a plus
