Duties

Summary

Responsibilities

GS-09: Under close supervision, the incumbent plans and conducts investigations and financial examinations of employee benefit plans subject to Title I of ERISA, and service providers having relationships with employee benefit plans to determine civil and criminal compliance with ERISA and related laws and regulations. Assignments at this level typically involve independent reviews of small, single or multi-employer plans or service providers or portions of larger reviews when issues to be resolved can be addressed by reference to established guidelines and procedures.

GS-11: The incumbent conducts or participates in moderately difficult civil and criminal investigations focusing on the analysis of employee pension and welfare benefit plan operations and the business, financial and accounting practices of a variety of related entities (e.g., bank trust departments, investment managers, insurance companies, and other service providers).  In so doing, the incumbent performs a range of activities required to assess the fiduciary conduct and/or criminal actions of plan officials and service providers; and, the appropriateness of financial investment of plan monies, and compliance with the ERISA reporting, disclosure, and bonding standards and the requirements of related civil and criminal Federal and state civil and criminal statutes. regulations, interpretations, administrative and court rulings.

Requirements

This opening is for Recent Graduates. This is an appointment is under the DOL Recent Graduates program. The program duration is one year.

Conditions of Employment

  • Must be at least 16 years old and a U.S. Citizen.

The entire duration of the Recent Graduate Appointment constitutes a trial period.

Qualifications

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

GS-09 level:  Applicants MUST have 52 weeks of specialized experience equivalent to the GS-07 level OR master's or equivalent graduate degree or LL.B. or J.D. or two full academic years of graduate level education if related.  Graduate education related to the duties of the position includes accounting, finance, securities or law.

Specialized experience - Experience showing ability to conduct investigations of employee benefit plans under Title I of ERISA, e.g., formulating planning strategies, identifying issues, and conducting investigations; reviewing financial statements; conducting interviews; documenting investigative findings; assisting in settlement negotiations or in trial preparation work involving reviewing, analyzing and interpreting Title I of ERISA for regulatory compliance.

SELECTIVE FACTOR FOR GS-11:
MUST have basic knowledge of Title I of ERISA and the related regulations or those of similarly complex Federal or state securities laws documented in your resume.
 
GS-11 level: Applicants MUST have 52 weeks of specialized experience equivalent to the GS-9 level OR a PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.  Graduate education related to the duties of the position includes accounting, finance, securities, or law.  Please note a J.D. is NOT equivalent to a doctoral degree. 

Specialized experience - Experience 1) conducting compliance reviews or audits, or civil and/or criminal investigations of (a) employee benefit plans subject to Title I of ERISA that require the application of Title I of ERISA or (b) financial entities subject to state and Federal securities laws; 2) conducting interviews with adverse parties; 3) obtaining, reviewing and analyzing records; and 4) preparing well documented investigative reports for litigation or prosecution and presenting findings to supervisor or higher level investigators.  Please note that your investigative experience MUST be in investigations of pension, health or welfare plans subject to Title I of ERISA or Federal or state securities laws. 

The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your responses to the vacancy questions.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.  Your evaluation may also include a review by a Human Resources Specialist or panel and may include other assessments (ex. interview, panel review, written test, writing sample, etc.)

Education

To be eligible for appointment, you must meet requirement a or b:

a. Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years; or

b. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certificate
